Money Rule Changes from July 2025: A new set of financial rules will take effect from July 2025, likely impacting both individuals and businesses across India.
Updated UPI chargeback rules, new Tatkal ticket booking guidelines, and the need for Aadhaar to apply for a PAN card are among the money-related changes starting across India from July 2025.

UPI Chargeback rules
The National Payments Corporation of India (NPCI) has announced new UPI chargeback rules to make the process easier.
Under the current system, if a chargeback request is denied—often due to multiple claims—the bank must contact NPCI to whitelist the case using the UPI Reference Complaints System (URCS), even if it’s genuine.
As per the June 20, 2025 update, NPCI’s involvement will no longer be needed. Banks can now directly mark genuine rejected chargebacks as eligible for reprocessing without waiting for NPCI approval.
Aadhar mandatory for new PAN cards
From July 1, 2025, having an Aadhaar card will be required to apply for a new PAN card. Earlier, people could use any valid ID and a birth certificate. But now, as per the Central Board of Direct Taxes (CBDT), Aadhaar verification will become a must in the application process.
Tatkal ticket booking rules
Starting July 2025, new Tatkal ticket rules will begin. From July 1, Aadhaar verification will be required for booking Tatkal train tickets on the IRCTC website or through its mobile app.
From July 15, a one-time password (OTP) will be required to book Tatkal train tickets. Customers will get a code on their device during booking. OTP verification will also be needed at computerised Passenger Reservation System (PRS) counters.
Indian Railways has set a time limit for authorised ticketing agents. They cannot book Tatkal tickets during the first 30 minutes after bookings open. For AC-class Tatkal tickets, the restricted time is from 10:00 am to 10:30 am. For non-AC-class Tatkal tickets, agents must wait from 11:00 am to 11:30 am before booking.
GST return filling rule
The Goods and Services Tax Network (GSTN) announced on June 7, 2025, that the GSTR-3B form will become non-editable from July onwards.
GSTN also said that taxpayers won’t be allowed to file their GST returns if three years have passed since the original due date.
The affected forms include GSTR-1, GSTR-3B, GSTR-4, GSTR-5, GSTR-5A, GSTR-6, GSTR-7, GSTR-8, and GSTR-9.
HDFC Bank credit card fee, reward changes
HDFC Bank will roll out new credit card charges and reward updates starting July 1. A 1% fee will apply on monthly spends above ₹10,000, utility payments over ₹50,000, gaming spends over ₹10,000, rent, fuel above ₹15,000, and education payments made through third-party apps. These fees are limited to a maximum of ₹4,999.
Also, no reward points will be given for online skill-based gaming, and insurance reward points will have a monthly cap.
